三 | 城管、公安等部门开展联合执法1071次，立案查处935起，累计收容救助流浪犬3374只。    执法检查发现，《条例》实施中仍然存在犬只底数不清、登记办证率偏低、不文明养犬行为屡禁不止、涉犬违法取证难、养犬管理信息系统建设不够完善、禁养犬排查处置工作不足等问题。    针对上述问题，市人大常委会执法检查组建议，解决养犬不办证问题，以住宅小区、公园、商圈、校园周边为重点，摸清犬只底数，推动犬只免疫、养犬登记应登尽登；适时研究探索犬只电子标签（芯片）强制植入制度，实现“一犬一码、人犬对应”。针对无证养犬、遛犬不牵绳、饲养禁养犬、犬吠扰民等突出问题开展专项整治，建立常态化执法巡查机制。

四 |     适时开展法规实施评估与修订工作，包括优化养犬登记管理制度，将房屋租赁合同、社区居住证明纳入有效居住凭证，降低流动人口养犬登记准入门槛；增设养犬登记年度核验条款，狂犬病疫苗到期未续种的，养犬登记自动失效等。在文明养犬行为规范方面，明确禁止使用伸缩式牵引绳，大型犬、有攻击记录犬只外出应当佩戴嘴套。建立卫健部门犬伤病例接诊通报制度，构建“接诊通报—肇事犬溯源核查—核验养犬登记及免疫情况—依法作出处置、督促落实民事赔偿”的全流程闭环处置机制。（记者 李晖）。
